In order to supply the cement needed in the province of Mazandaran, preliminary studies were carried out by the Industrial Credits Bank for the establishment of a cement plant, and in this regard, a company called "Gorgan and Mazandaran Cement" (special stock) was established to carry out the necessary studies and surveys at 23.03 .1972 the private sector was created with an initial capital of ten million rials.

After conducting geological surveys in different areas of the province, the current location of the enterprise was determined as the construction site.

After determining the construction site, the Gorgan and Mazandaran cement factory (public shares) was registered in the Companies and Industrial Owners Registration Office on 02/27/1975.

 After the creation of the Gorgan and Mazandaran company (public shares), the general meeting of the founders transferred all the assets of this company, the book value of which was about 19 million rials, to the newly created company. On 04/26/1975, the above company was dissolved according to the regular general meeting and the announcement of its dissolution was made public through the official newspapers of the country. As well as the proposal of the Mazandaran Governorate and the board of directors and approved by the extraordinary general meeting on 08/30/1981, the name of the company was changed to Mazandaran Cement (ordinary shares). In accordance with the provisions contained in the articles of association and in accordance with the powers granted to the management of Mazandaran Cement, a contract for the purchase of plant equipment with a German consortium consisting of five different companies called (HUMBOLDT WEDAGE),manufacturer of machine, (LOESCHE) ,manufacturer of material mill, (CLADIUS PETERS) manufacturer of air chutes and silo systems, (BROWN BAVORI) creator of electrical equipment and (HAVER & BOECKER) manufacturer of elevators, was carried out in June and July 1976 and after the conclusion of the contract for the purchase of machinery and determination Construction and Supply company as a construction contractor, the construction site of the plant was laid in July 1976. Transportation of equipment to the plant was carried out until 1977, when, according to the contract, the head of the consortium was obliged to carry out all the installation and commissioning of the factory.

By November 1978, about 80% of the construction and 70% of the mechanical work had been completed. After the victory of the Islamic Revolution in February 1979 and the departure of foreign specialists and a six-month stop in the implementation of the project, through the efforts of internal specialists, all devices were installed and launched, and on September 22. 1981 The production of the plant with a capacity of 600,000 tons of clinker and 624,000 tons of cement per year was completed. Since 2003, Mazandaran Cement Company (OJSC) decided to build a new development line with a capacity of 3300 tons per day and increase the capacity of the existing line from 2000 to 4000 tons of clinker per day using the capacity of the foreign exchange reserve fund. After obtaining the relevant approvals from the Ministry of Industry and Mines and the Environment Protection Organization and the approval of the Board of Trustees of the Foreign Exchange Reserve Fund and the Monetary Board, EUR 43.9 million from the resources of the Foreign Exchange Reserve Fund as funds in foreign currency amounting to , equivalent to 300 billion Rials. It was received from the National Bank of Iran and the design process began in February 2004. Following the selection of a structural consultant (Sano Consulting Engineers) in connection with the selection of a construction contractor (Espandan Novavar Bana), construction work officially began in September 2004. Simultaneously with the design and construction activities, the necessary letters of credit were opened and construction and installation work was planned so that the development line was completed in 36 months, and pilot production began on September 19, 2007. After stabilizing the production of the development line, the old line was stopped for the capacity expansion project, and after 8 months of day and night efforts by the workers of both the development line and the capacity expansion, it was inaugurated by the Honorable Minister of Industry and Mines on 26.06.2008.
